The municipality of Roeser signed up to Climate Pact 1.0 in 2013 and has been committed to combating climate change ever since. In order to develop this commitment in a sustainable manner, on 27 September 2021, the municipality signed up to Climate Pact 2.0. This collaboration between the municipality and the Luxembourg State has therefore been extended for a further 10 years (2021-2030).

The municipality of Roeser has set itself the goal of consistently combating climate change and, at the same time, creating a pleasant living environment that is adapted to climate change for the citizens of the municipality. Future generations must also be able to continue to live and work in Roeser.

The master plan for the municipality of Roeser


The master plan for the municipality of Roeser aims to systematically combat climate change while creating a climate-friendly, pleasant and sustainable living environment for its citizens. The municipality's commitment to climate protection was demonstrated in Klimapakt 1.0 and will be intensified in Klimapakt 2.0. The aim is to achieve the 75% mark or Gold label by 2030.

The municipality complies with the national framework conditions set out in the PNEC, which include reducing greenhouse gas emissions by 55% by 2030 compared with the reference year 2005, a share of at least 25% of renewable energy in gross final energy consumption, and promoting energy efficiency by 40-44% by 2030 compared with the year 2007.

The transition towards these objectives can only be achieved in collaboration with citizens and businesses. Citizen participation is encouraged by teams dedicated to the climate and nature, and by ‘Climate Conferences’. The municipality aims to motivate citizens to get involved in climate protection through various projects, both at local and regional level. Local businesses are also invited to participate, particularly in the fields of renewable energy, sustainable mobility and the circular economy.

The municipality of Roeser plays an important pioneering role and should serve as a model. Key performance indicators (KPIs) have been established, and some of the targets to be achieved by 2030 include

  • a reduction in per capita water consumption to 110 litres per day,
  • at least 80% renewable energy in heat production in municipal buildings,
  • a 35% improvement in the energy efficiency of municipal buildings,
  • a 5% reduction in electricity consumption in municipal buildings,
  • massive promotion of solar energy, with at least 30.4% of the potential exploited,
  • the electrification of at least 50% of the municipal vehicle fleet by 2030,
  • a 5% annual increase in Klimapakt to achieve Gold certification by 2030,
  • Raising the awareness of citizens and businesses is also an objective, with a minimum of 10 consultations per year and per 1,000 inhabitants by 2030, in collaboration with the Klima-Agence, covering subjects such as energy, mobility, sustainability, ecology, climate, resources and noise.

Klimateam - Climate Pact working group


The task of this working group is to focus more on informing and raising the awareness of citizens by organising annual actions in the fields of energy, climate protection and mobility, as well as to participate in the implementation of the reworked measures of the European Energy Award (EEA). The College of Aldermen and/or the Local Council take decisions on the implementation of these measures.

The team is made up of committed citizens, municipal employees and municipal politicians.

This free comparator, developed by the MIT Trancik Lab in collaboration with Klima-Agence, works on the basis of neutral data, collected in particular from the SNCA (Société Nationale de Circulation Automobile), and according to a recognised scientific methodology.

Thermographic cadastre


On 13 November 2024, the commune of Roeser organised an information evening on the thermographic cadastre and sustainable energy renovation.

Residents learned how the roof of their home can provide valuable information about their energy costs.

(Aerial) thermography reveals invisible heat loss through the roof, which can account for up to 30% of energy loss in a single-family home. The thermographic cadastre helps homeowners to identify inefficient areas of their roofs and plan appropriate energy-saving measures. The project was initiated and funded by energy suppliers Enovos and SUDenergie.
